Аннотация: Формування кадрового потенціалу підприємств є стратегічно важливим завданням, яке безпосередньо впливає на їх довгостроковий успіх та конкурентоспроможність. Сучасні реалії, характеризуються швидкими технологічними змінами, глобалізацією та зростаючою конкуренцією. Вони висувають нові вимоги до якості людського капіталу. Актуальність дослідження обумовлена необхідністю пошуку інноваційних підходів до управління персоналом, які дозволять підприємствам не лише адаптуватися до змін, але й випереджати їх. Особливе значення набуває питання цифрової трансформації, яка кардинально змінює бізнес-процеси та вимагає від співробітників нових навичок і компетенцій. Дослідження підтверджують, що людські ресурси є найціннішим активом будь-якого підприємства. Інвестиції в розвиток персоналу сприяють підвищенню продуктивності, інноваційності та конкурентоспроможності. Однак, сучасні виклики вимагають переосмислення традиційних підходів до управління персоналом. Основними цілями формування кадрового потенціалу є створення єдиної ціннісної системи, яке сприяє згуртованості колективу, привабливих умов праці, розробці ефективних мотиваційних програм, оптимальної структури персоналу, відповідної стратегічним цілям підприємства, позитивного досвіду співробітників на всіх етапах взаємодії з компанією. Посилюється роль оптимізації бізнес-процесів, впровадження нових технологій, розвитку культури інновацій, навичок співробітників, стимулювання творчості, впровадження нових ідей, підготовка персоналу до швидких змін на ринку. Інноваційні підходи до формування кадрового потенціалу в умовах цифрової трансформації включають впровадження HR-систем, використання аналітики даних для прийняття рішень, автоматизацію рутинних процесів, навчання співробітників роботі з новими технологіями, розвиток цифрової грамотності, впровадження гнучкого графіка, віддаленої роботи, проектної організації праці, створення внутрішніх навчальних закладів для постійного підвищення кваліфікації персоналу. Високих результатів вдається досягати за умови індивідуальної роботи зі співробітниками задля розвитку їх кар'єрних планів. Modern realities, characterized by rapid technological changes, globalization and growing competition, put forward new requirements for the quality of human capital. The relevance of the study is due to the need to find innovative approaches to personnel management that will allow enterprises not only to adapt to changes, but also to stay ahead of them. Of particular importance is the issue of digital transformation, which radically changes business processes and requires new skills and competencies from employees. Research confirms that human resources are the most valuable asset of any enterprise. Investing in personnel development increases productivity, innovation, and competitiveness. However, modern challenges require a rethinking of traditional approaches to Personnel Management. The main goals of the formation of human resources are the creation of a single value system that promotes team cohesion, attractive working conditions, development of effective motivational programs, optimal personnel structure corresponding to the strategic goals of the enterprise, positive experience of employees at all stages of interaction with the company, optimization of business processes, introduction of new technologies, development of employee skills, stimulation of creativity, introduction of new ideas, development of a culture of innovation, preparation of personnel for rapid changes in the market. Аннотация: Проаналізовано стан та перспективи розвитку місцевих бюджетів в Україні внаслідок реформи децентралізації. Основним акцентом є обрано вектор управління фінансами від централізованої системи до автономної, де місцеві громади мають більше повноважень у формуванні та використанні бюджетних коштів. Місцеві бюджети є базовим фінансовим інструментом розвитку регіонів, забезпечення надання соціальних послуг та реалізації місцевих ініціатив. До реформ місцеві бюджети були залежні від центральної влади, що обмежувало їх ефективність та гнучкість. Процеси формування, функціонування та управління місцевими бюджетами в умовах фінансової децентралізації потребують комплексного підходу, який включає нормативно-правове регулювання, фіскальну, фінансову політику та розвиток місцевого самоврядування; орієнтацію на європейські стандарти, подальшу інтеграцію українського законодавства у європейське правове поле, підвищення інвестиційної привабливості та ефективності управління державними й місцевими фінансами. Проведена реформа розширила повноваження місцевого самоврядування, підвищила фінансову автономію громад та їх відповідальність за використання бюджетних коштів. Розвиток місцевого самоврядування, децентралізація повноважень та фінансів на місцевий рівень стали важливим стимулом економічного розвитку регіонів та підвищення якості життя населення. Гостріше стає питання прозорості, підзвітності, забезпечення відкритості бюджетного процесу та доступу громадськості до фінансової інформації як ключового чинника підвищення довіри до влади та боротьби з корупцією. Наведено основні законодавчі акти, які регулюють діяльність місцевих бюджетів. Запропоновано прогноз зростання доходів місцевих бюджетів на основі підвищення самостійності у майбутньому. Інновації та цифровізація, впровадження сучасних технологій дозволяють спростити процедури та підвищити ефективність управління фінансами. Пріоритетними напрямами удосконалення системи місцевого бюджетування вбачаються справедливий розподіл податкових надходжень між бюджетами різних рівнів, подальше спрощення податкової системи через зниження податкового навантаження на малий та середній бізнес, оптимізація бюджетної та фіскальної системи відповідно до сучасних економічних реалій. Удосконалення механізмів податкоспроможності включає підвищення ефективності бюджетного планування, впровадження програмного бюджетування та його виконання, посилення відповідальності посадових осіб за фінансові порушення, розвиток фінансового контролю та аудиту. Загальнонаціональне сприяння зміцненню інституційної спроможності органів державної влади та місцевого самоврядування; створення сприятливого інвестиційного клімату, розвиток інфраструктури збільшить їх здатність до розвитку соціальної сфери, забезпечення доступності якісних соціальних послуг, реалізації інвестицій в екологічні проєкти, перехід до зеленої економіки.; The article analyzes the state and prospects of development of local budgets in Ukraine as a result of the decentralization reform. The main emphasis is on the chosen vector of financial management from a centralized system to an autonomous one, where local communities have more powers in the formation and use of budget funds. Local budgets are the basic financial instrument for regional development, provision of social services and implementation of local initiatives. Prior to the reforms, local budgets were dependent on the central government, which limited their efficiency and flexibility. The processes of formation, functioning and management of local budgets in the context of financial decentralization require a comprehensive approach that includes regulatory and legal regulation, fiscal and financial policy and development of local selfgovernment; focus on European standards, further integration of Ukrainian legislation into the European legal framework, increasing investment attractiveness and efficiency of public and local finance management. The reform has expanded the powers of local self-government, increased the financial autonomy of communities and their responsibility for the use of budget funds. The development of local self-government, decentralization of powers and finances to the local level have become an important stimulus for economic development of the regions and improvement of the quality of life of the population. The issues of transparency, accountability, openness of the budget process and public access to financial information are becoming more acute as a key factor in increasing trust in the government and fighting corruption. The main legislative acts that regulate the activities of local budgets are presented. A forecast of growth of local budget revenues based on increased autonomy in the future is proposed. Innovations and digitalization, the introduction of modern technologies can simplify procedures and increase the efficiency of financial management. Priority areas for improving the local budgeting system include a fair distribution of tax revenues between budgets of different levels, further simplification of the tax system by reducing the tax burden on small and medium-sized businesses, and optimization of the budget and fiscal system in line with current economic realities. Improvement of the fiscal capacity mechanisms includes enhancing the efficiency of budget planning, introducing program budgeting and its implementation, increasing the responsibility of officials for financial violations, and developing financial control and audit. Аннотация: Орієнтація на сталий розвиток, використання відновлюваних джерел енергії, безвідходна життєдіяльність та ноосферні підходи в освіті і вихованні є тенденціями сьогодення. Вони грунтується на уявленні про свідоме споживання, індивідуальну відповідальність за майбутнє планети, недопущення виключної матеріалістичності як способу життя. Сучасний соціум провокують процес переосмислення сенсу існування на користь багатовекторного прояву свого становлення у довгостроковій перспективі. Проведення дослідження базується на основі досвіду функціонування родового поселення, екополісу та громади стійкого розвитку на півночі України. Їх відвідування, участь у житті спільноти, спостереження за учасниками, аналіз інформаційного забезпечення веб-сайтів, а також неструктуровані інтерв'ю дозволили зібрати необхідні вихідні дані. Ми вважаємо цю статтю робочим документом для подальших досліджень з метою розширення розуміння теми формування моделі соціуму майбутнього. Отримані результати дослідження демонструють систему комунікації, виробництва та освоєння пермакультури як підходу у господарській діяльності альтернативних поселень, наслідки трансформації суспільного життя на користь переважання екологічних та соціальних пріоритетів. Родові та екологічні поселення оцінюють власну діяльність за антропогенним впливом на навколишнє середовище, недопускаючи зниження його продуктивності. Родові поселення як цілеспрямовані спільноти, орієнтовані на комунікацію, співпрацю та цілісну інтеграцію людської діяльності у гармонії з природою як моделі сталого спроможного способу життя та споживання за принципом розумної достатності з метою примноження природно-ресурсного потенціалу простору для майбутніх поколінь. Наявний міжнародний досвід демонструє пріоритет національної та наднаціональної екологічної та соціальної політики. Чисельні грантові програми, кошти державного бюджету та місцеві фінанси покликані сформувати засади локальної економіки, створення умов для національної самоідентичності, переоцінці концепції «споживання» і виявлення природо відповідних життєвих пріоритетів. Чи можливо поширити цей досвід на всі соціальні прошарки?; Humanity focuses on Sustainable Development, uses renewable energy sources and introduces waste-free life, noospheric approaches in education and upbringing. People are focused on Conscious Consumption, individual responsibility for the future of the planet, and avoiding exclusive materialistic priorities in their lives. Modern society is rethinking life. Individuals prefer multi-vector long-term development. The article presents the experience of solving consumption problems. It involves the use of various strategies and behaviors. They reduce the anthropogenic burden on the environment and leave a better future for future generations. The study is based on the experience of functioning of a family homestate settlement, an environmental policy and a sustainable development community in the north of Ukraine. We visited these localities during open days, holidays and festivals. We participated in community events. The study used the method of monitoring participants. Data collection included field notes from researchers, analysis of website content, and unstructured interviews with 270 residents. The complexity of the study is the large amount of data collected. We consider the article to be a working document. it is necessary for further research in order to expand the understanding of the topic. The data obtained help to answer the questions that were started in this study. The results obtained demonstrate the system of communication, production and development of the permaculture system. They demonstrate the development of alternative settlements as a result of the transformation of society, which implies the predominance of environmental and social priorities. Family homestate and ecological settlements evaluate their own activities based on anthropogenic impact on the environment. They do not allow a decrease in the potential and productivity of the development of their habitat. Family homestate settlements are focused communities that focus on communication, cooperation, and the holistic integration of human activities and the environment. They are a source model for a sustainable, capable lifestyle. They also illustrate consumption based on the principle of reasonable sufficiency. Residents of family homestate settlements lead a sustainable lifestyle in their communities. International experience demonstrates the priority of national and supranational environmental and social policies. Grant programs, state budget funds and local finances are those that are designed to form the foundations of the local economy, create conditions for national identity, reassess the concept of «needs», consumption practices and life priorities. Аннотация: An experimental and descriptive study of the life and economy of rural residents based on statistical and monographic analysis is presented. The aim of the article was to find a model of sustainable development and substantiation of socio-cultural, organizational-economic, and information-project approaches to the modernization of society in accordance with evolutionary processes. The objectives of the study were the following: assessment of the current state of development of territories; identification of promising models of business and community development. The research methodology is based on a combination of general scientific methods (analysis, comparison, synthesis, generalization, monographic) with interdisciplinary (structural-system method, sociological method). The main methods during the preparation of the publication were historical-comparative, synchronization, economic-statistical. The application of these methods helped to clarify the whole set of aspects related to the scientific problem. Unstructured interviews with 200 residents of rural areas and, in particular, tribal and ecological settlements, eco-towns, ecopolises allowed drawing conclusions about the factors of resource formation and management decisions that determine the prospects for development. The study period covers 2013–2020. The information and worldview component of the formation of affluent territorial communities in rural areas has been established. Key aspects of business development and local communities include the identification and mobilization of internal potential through project management; expansion of local systems; formation of local institutions; wide involvement of stakeholders.; Представлено експериментально-описове дослідження життя та господарства сільських жителів на основі статистичного та монографічного аналізу. Метою статті було пошук моделі сталого розвитку та обґрунтування соціокультурного, організаційно-економічного та інформаційно-проектного підходів до модернізації суспільства відповідно до еволюційних процесів. Завданнями дослідження були: оцінка сучасного стану розвитку територій; визначення перспективних моделей розвитку бізнесу та громади. Методологія дослідження базується на поєднанні загальнонаукових методів (аналіз, порівняння, синтез, узагальнення, монографічний) з міждисциплінарними (структурно-системний метод, соціологічний метод). Основними методами під час підготовки видання були історико-порівняльний, синхронізаційний, економіко-статистичний. Застосування цих методів допомогло з'ясувати весь комплекс аспектів, пов'язаних з науковою проблемою. Неструктуровані інтерв'ю з 200 жителями сільської місцевості та, зокрема, родових та екологічних поселень, екоміст, екополісів дозволили зробити висновки про фактори формування ресурсів та управлінські рішення, що визначають перспективи розвитку. Аннотация: Стаття присвячена дослідженню переваг проєктного підходу в управлінні закладами культури. Визначено, що проєктна діяльність у сфері культури – це організаційно-управлінська діяльність, яка здійснюється з метою вирішення проблем культури, зважаючи на часові обмеження. За допомогою проєктно-орієнтованого підходу можна досягти поєднання традиційних та новаторських засад у культурі, забезпечуючи різноманіття форм його прояву. У сфері культури можна виділити три типи проєктів – внутрішньовідомчий, «проєкт у середині сфери», соціокультурний. Внутнішньовідомчий проєкт спрямовується на впровадження змін у структурі управління закладом культури. Проєкти у середині сфери акцентують увагу на внутрішні події закладу. Соціокультурні проєкти спрямовані на громадськість. З метою активізації подієвого туризму, заклади культури повинні акцентувати увагу на культурні цінності, що є цінними для суспільства. Основними перешкодами впровадження проєктного підходу у процес управління закладами культури є низький рівень науково-практичних підходів до проєктної діяльності, відсутність кращого зарубіжного досвіду. Роль проєктної діяльності у запровадженні подієвого туризму та удосконалення управління у сфері культури полягає у сприянні співпраці з державними та іншими організаціями, ефективному використанні ресурсів, посиленні гнучкої реакції на зміни. Наведено приклад застосування проєкт-менеджменту у процесі підготовки свята. Такий проєкт має бути спрямований на збереження традицій українського народу. Його метою є посилення культурного потенціалу суспільства. Основна форма втілення проєкту – концерт та видовище. Передумовою досягнення мети проєкту підготовки свята є ефективні PR заходи. Інформаційний привід – концерт. Стратегічні цілі також можуть бути досягнені за допомогою інструментів проєкт-менеджменту. Такими цілями є – збільшення масштабу свята до 2024 року та створення передумов для подієвого туризму. Святкова подія до цього часу перетвориться у загальнонаціональну. У рамках цього видовища гостей пропонується знайомити з історичними подіями, вчити елементам національних танців, гри на музичних інструментах тощо.; The article is devoted to the study of the advantages of the project approach in the management of cultural institutions. It is determined that project activity in the field of culture is an organizational and managerial activity carried out in order to solve cultural problems, given the time constraints. With the help of a project-oriented approach, it is possible to achieve a combination of traditional and innovative principles in culture, providing a variety of forms of its manifestation. In the field of culture, there are three types of projects – internal, «project in the middle of the sphere», socio-cultural. The interdepartmental project is aimed at implementing changes in the management structure of the cultural institution. Projects in the middle of the sphere focus on the internal events of the institution. Socio-cultural projects are aimed at the public. In order to intensify event tourism, cultural institutions should focus on cultural values that are valuable to society. The main obstacles to the implementation of the project approach in the management of cultural institutions are the low level of scientific and practical approaches to project activities, lack of best foreign experience. The role of project activities in the introduction of event tourism and improving the management of culture is to promote cooperation with government and other organizations, efficient use of resources, strengthening the flexible response to change. An example of the use of project management in the preparation of the holiday is given. Such a project should be aimed at preserving the traditions of the Ukrainian people. Its purpose is to strengthen the cultural potential of society. The main form of project implementation is a concert and a spectacle. Effective PR measures are a prerequisite for achieving the goal of the holiday preparation project. Information occasion – concert. Strategic goals can also be achieved with the help of project management tools. Such goals are to increase the scale of the holiday by 2024 and create conditions for event tourism. Установлено пряму залежність рівня задоволення роботою, відносинами у колективі, перспективами кар'єрного зростання і мотивацією зі сформованим керівництвом рівнем корпоративної культури. Основними методами вирішення конфліктних ситуацій є: організаційно-правові, інформаційні, соціальні та фінансово-економічні. Запропоновано підвищення корпоративної культури через реалізацію проєкту поліпшення іміджу компанії.; The article is devoted to the substantiation of the expediency of using project management to improve the corporate culture of pharmaceutical companies. The corporate culture of pharmaceutical companies is one of the motivational tools of management. The difference between corporate and organizational culture is determined. It consists in a greater degree of regulation of corporate culture. Its main elements are awareness of the activities of the pharmaceutical company and product standardization. Fitopharm's corporate culture is based on fundamental values shared by the company's employees. Such values are development, care for people, efficiency and effectiveness, responsibility, mutual respect, cooperation. The corporate culture of Public Stock Company «Phytopharm» is based on the assumption that the individual seeks to perform the duties assigned to him at a high level. Employees have sufficient freedom of their activities and a high degree of responsibility. It is proved that people's behavior is governed by deep manifestations of corporate culture. Support and formation of a high level of corporate culture is possible through the use of elements of project management. There is a direct relationship between the level of job satisfaction, team relations, career prospects and motivation with the level of corporate culture formed by management. The main methods of resolving conflict situations are: organizational and legal, informational, social and financial and economic. It is proposed to increase the corporate culture through the implementation of the project to improve the company's image. It involves adherence to a number of proposed principles that will increase the level of corporate culture. Аннотация: Наразі економіка країни знаходиться в важкому стані з типовими негативними ознаками: спадом виробництва всіх галузей, високим темпом інфляції, має місце падіння життєвого рівня населення. Саме інноваційно-інвестиційні процеси вбачаються виходом з наявної ситуації. Інвестиційна та інноваційна діяльності як процеси є досить масштабними, а їх форми і напрями мають суттєві відмінності на різних підприємствах. Така діяльність підприємства спрямована на розвиток виробництва, отримання прибутку та покращення інших кінцевих результатів. Відповідно до цього управління інноваційно-інвестиційною діяльністю є складовою частиною управлінського процесу, який реалізується суб'єктом з метою підвищення інвестиційної привабливості об'єкта інвестування, оцінки та реалізації інвестиційних проєктів і створення умов для найбільш ефективного протікання господарських процесів. Як результат проведеного аналізу діяльності підприємств аграрного сектору пропонується проєкт створення керуючої інвестиційної компанії як структурного підрозділу підприємства (міні пайового інвестиційного фонду) для залучення та інвестування коштів для алгоритмічних стратегій. Це дозволить генерувати прибуток за відносно невеликих ризиків, а невеликий обсяг капіталу гарантує відсутність проблем з ліквідністю і, як наслідок, поліпшує маневреність та швидкість опрацювання актуальних заявок торгової системи. Алгоритмізація дозволяє досягти більшої ефективності порівняно з звичайним інвестуванням, а гнучка політика щодо ризику та вхідному депозиту для інвесторів робить таку пропозицію після надбання реальної торгової статистики конкурентноздатною у сучасних умовах та ефективним механізмом антикризового управління.; Currently, the country's economy is in a difficult state with typical negative features: a decline in the production of all branches, high rates of inflation and rising prices, falling standards of living. In accordance with this, the management of investment activity is an integral part of the management process implemented by the subject in order to increase the investment attractiveness of the investment object, assessment and implementation of investment projects and the creation of conditions for the most effective conduct of the process of investing. Strategic planning is one of the conditions that is mandatory to create successful enterprises in dynamic conditions, which has longterm development prospects. An effective business development strategy is capable of ensuring longNterm development of the company, implementing the team's potential in a rapidly variable business environment in unstable economic and political conditions. It is the innovative component of investment decisions leads to strategic development and permanent implementation of strategic business management. The result of the conduct analysis is proposed a project to create a managing investment company as a structural subdivision of an enterprise (mini mutual fund) to attract and invest capital for algorithmic strategies. This will let to generate profit at relatively small risks, and a small amount of capital guarantees the lack of liquidity problems and, as a consequence, improves maneuverability and the processing speed of actual applications of the trading system. Аннотация: Реалії адміністрування в умовах сучасних об'єднаних територіальних громад передбачають наявність достатньої кількості непередбачуваних впливів у різних сферах діяльності – економічній, політичній, екологічній, соціальній тощо. Особливістю управлінської діяльності є значний акцент уваги на економічні чинники. Ризики у всіх сферах посилюються в умовах пандемії, оскільки від рівня розвитку регіону залежить здоров'я населення, можливості його протидії небажаним впливам.
Передумовами забезпечення сталого розвитку регіону (особливо у період пандемії Covid-19) є насамперед створення сприятливих умов проживання місцевим жителям та формування загального бачення майбутнього території у триспрямованому вимірі – соціально-економічно-екологічному. Досягти вказаних умов та сформувати гармонійні відносини людей та середовища їх проживання можна завдяки прийняттю інноваційних управлінських рішень, які базуються на принципах ноосферної моделі сталого розвитку.; The realities of administration in the conditions of modern united territorial communities presuppose the presence of a sufficient number of unpredictable influences in various spheres of activity – economic, political, ecological, social, etc. A feature of management is a significant emphasis on economic factors. Risks in all areas are exacerbated in a pandemic, as the level of development of the region depends on the health of the population, the ability to combat its adverse effects.
Prerequisites for sustainable development of the region (especially during the Covid-19 pandemic) are, first of all, the creation of favorable living conditions for local residents and the formation of a common vision of the future of the territory in three directions – socio-economic and environmental. It is possible to achieve these conditions and form harmonious relations between people and their environment by making innovative management decisions based on the principles of the noosphere model of sustainable development.
Sustainable development of the region primarily involves improving its parameters. In this process, a significant role is given to the activities of local governments. Creative approaches to management decisions in order to solve regional problems can be provided by taking into account the proposals of different groups (employees of government agencies, business, local government officials, the selfemployed, etc.). We consider it appropriate to consider the globalization of the process of sustainable development as a set of effects in this direction, achieved within each individual territory. To achieve the global effect, it is expedient to ensure social security, solve food problems of the population, update the use of energysaving devices, reduce the level of environmental pollution and ensure a reasonable allocation of resources.
An important role in shaping the preconditions for sustainable development is given to education. Its main goal will be the formation of a new worldview of society. First of all, it is ecological values and the ability to use resources rationally. Аннотация: Для України туристична галузь є однією з найбільш перспективних, оскільки розвиток туризму відіграє важливу роль у вирішенні різних економічних та соціальних проблем. Наприклад, за рахунок туризму виникають нові робочі місця, створюються передумови для покращення платіжного балансу країни та рівня освіти, впроваджуються нові засоби поширення інформації, а формування туристичного потенціалу є чинником консолідації українського суспільства. Пріоритети формування та розвитку туристичного потенціалу України лежать у площині надання якісних культурних послуг та консолідації українського суспільства, у тому числі з позиції збереження та розвитку національної ідентичності, культурної спадщини, культурних цінностей та національна пам'яті; підвищенні рівня духовно-національної свідомості та ідентичності українського народу шляхом збереження автентичної матеріальної структури нерухомої культурної спадщини та створення національних культурних атракцій; формування національної інфраструктури даних про об'єкти культурної спадщини та культурні цінності на засадах актуальності, достовірності, повноти, цілісності та доступності відкритих даних; закріплення на законодавчому рівні загальних засад функціонування культурної спадщини на засадах актуальності, достовірності, повноти та цілісності даних; доступності відкритих даних державних інформаційних систем у сфері охорони культурної спадщини, музейної справи та вивезення (тимчасового вивезення); збереження традиційного середовища культури, зокрема шляхом закріплення відповідальності за порушення законодавства, передбачення кримінальної відповідальності за вчинення окремих дій, перерозподілу повноважень із здійснення контрольно-наглядової функції у сфері охорони культурної спадщини між органами охорони та утворення Державної інспекції з охорони культурної спадщини, наділеної наглядовими повноваженнями; постійного оновлення переліку пам'ятних місць, пам'ятників природи та архітектури України, які перебувають під охороною держави. Аннотация: Ефективність діяльності сучасних закладів охорони здоров'я та якість надання медичних послуг залежить від їх фінансового забезпечення. Виявлена проблема нестачі бюджетних коштів змушує медичні заклади самостійно їх заробляти. Зважаючи на це, доцільно активізувати застосування проєктного підходу в управлінні та адмініструванні. Запропонована блок-схема проведення фінансово-економічного аналізу діяльності закладу дозволить систематизувати інформацію для прийняття фінансових рішень. Діяльність медичного закладу можна охарактеризувати за допомогою комплексної оцінки ефективності його господарської діяльності. Вона повинна включати оцінку ефекту економічного потенціалу, ділової активності та рейтингові характеристики закладу. Інформованість керівництва про фінансовий стан лікарні також слугує передумовою вирішення ключових проблем шляхом інвестування коштів у відповідний проєкт. Інформація має відповідати цілям управління. Ключовими елементами пропонованої схеми управління фінансами закладів охорони здоров'я є забезпечення досягнення стратегічних цілей та досягнення запланованих результатів. Результатами впровадження запропонованих заходів є задоволені клієнти, підвищення мотивації персоналу, фінансова стійкість та спроможність закладу.
Важливим чинником забезпечення ефективності функціонування закладу та його фінансової спроможності є фінансове планування. Основою фінансового плану є збалансування доходів та витрат. Дохід закладів охорони здоров'я формують надходження від Національної служби здоров'я України, місцевих бюджетів, платні послуги, залучення грантів. Зростання статей доходів можна забезпечити завдяки підвищенню якості надання послуг, кваліфікації лікарів, поліпшенню матеріально-технічного забезпечення визначенню переліку та надання необхідних населенню послуг, покращенню умов перебування пацієнтів в лікарні тощо. Базовими елементами удосконалення системи управління витратами є їх мінімізація та оптимізація.; Reforming the health care system of Ukraine aims to increase skilled workers and professional growth, providing a significant share of official revenue of the state budget. The efficiency of modern health care facilities and the quality of medical services depend on their financial support. The identified problem of lack of budget funds forces medical institutions to earn them independently. In view of this, it is advisable to intensify the application of the project approach in management and administration. The proposed block diagram of the financial and economic analysis of the institution will systematize the information for financial decisions. The activity of a medical institution can be characterized by a comprehensive assessment of the effectiveness of its economic activities. It should include an assessment of the effect of economic potential, business activity and rating characteristics of the institution. Awareness of management about the financial condition of the hospital is also a prerequisite for solving key problems by investing in the project. The information must be consistent with management objectives. The key elements of the proposed health care financial management scheme are to ensure the achievement of strategic goals and the achievement of planned results. The results of the implementation of the proposed measures are satisfied customers, increased staff motivation, financial stability and capacity of the institution.
An important factor in ensuring the efficiency of the institution and its financial capacity is financial planning. The basis of the financial plan is to balance income and expenses. Revenues from health care facilities are generated by revenues from the National Health Service of Ukraine, local budgets, paid services, and grants.
