The essence of public administration of higher education is revealed, and domestic and international experience in digitalization of the educational sector is analyzed. A conceptual model of digital administration of higher education has been developed, based on a three-level architecture: infrastructure, process, and management levels. Mechanisms for implementing innovative IT solutions and a multi-level implementation plan for 2024-2030 have been proposed. The relevance of the topic is driven by the increasing requirements for governmental effectiveness, transparency of administrative processes, digitalisation of public services, and the need to align the national quality management system with European standards of good governance. The work identifies major problems and dysfunctions in the current quality management system, such as fragmentation of administrative processes, uneven digital development among local communities, insufficient integration of state registries, limited external audit mechanisms, and low standardisation of quality assessment tools. The proposed directions for improvement include further development of digital infrastructure, enhancement of civil servants’ competencies, strengthening interagency cooperation, implementation of modern monitoring instruments, and creation of an optimised model of state quality management policy based on EU good governance principles. Обґрунтовано необхідність підвищення кадрової спроможності територіальних громад, розвитку центрів компетенцій та системи професійної підготовки фахівців у сфері землеустрою.; The qualification thesis examines the theoretical, regulatory, institutional and organizational foundations of the development of the land management institution in Ukraine under the conditions of decentralization, European integration transformations, and wartime challenges. The study analyses the evolution of the land management institution, the current state of the regulatory and legal framework, the mechanisms for implementing state land policy, and the level of its effectiveness at the national and regional levels, particularly using the example of the Zhytomyr region. The work identifies key issues related to legislative fragmentation, insufficient accuracy of cadastral data, institutional inconsistency, digital inequality among communities, and shortages of qualified personnel. Special attention is given to the implementation of European land management standards, the integration of INSPIRE Directive requirements, the digitalization of cadastral processes, the development of geographic information systems, environmentally oriented land use, and the preparation of comprehensive spatial development plans for territorial communities. The thesis investigates the role of institutional interaction between state authorities, local communities, the private sector, the public, and international partners.
