Раціональний документообіг в організації обліку фермерських господарств

Abstract

У статті досліджено особливості документального оформлення господарської діяльності фермерськими господарствами як складової частини організації бухгалтерського обліку. Розкриті варіанти ведення обліку залежно від організаційно-правової форми фермерського господарства, його розміру, організаційно-технічних та фінансових можливостей. Зазначається, що обрана форма бухгалтерського обліку безпосередньо впливає на технологію обробки облікової інформації та процедуру її накопичення, що у свою чергу позначається на результативності, економічності та оперативності прийнятих фермерами управлінських рішень. Підвищення цих показників досягається за рахунок зростання продуктивності праці та скорочення витрат на опрацювання документів. Визначено ключові фактори, що впливають на обсяг документації та організацію облікового процесу. Розкрито сутність документообігу та значення його раціоналізації у створенні прозорого інформаційного простору та формуванні оптимальних умов для роботи з обліковими документами. Визначена доцільність застосування графіка документообігу та принципи його побудови. Авторами запропоновано приклади форм даного документу для малих, середніх та великих фермерських господарств. Розкрито функціональні можливості сучасних інформаційних систем, проведений огляд програмних продуктів, які можуть застосовуватись фермерськими господарствами для автоматизації обліку та документообігу. Висвітлено переваги та ризики використання системи електронного документообігу. Сформульовано пропозиції щодо усунення недоліків, пов’язаних із запровадженням електронного документообігу.

The paper studies the specifics of the completion of documents on the farm enterprises economiс activity as a constituent part of business accounting system. The goal of the paper is to study the specifics of a document flow at farm enterprises, the identification of the areas of concern and the develoment of the directions of document management simplification in an accounting system. The paper shows the variants of record-keeping depending on an organizational legal form of a farm enterprise, its size, organizational- and technical possibilities and its financial capacity. It has been stated that the form of record-keeping affects the technology of accounting information processing as well as the procedure of its accumulation, that in its turn, results in the efficiency, effectiveness and responsiveness of farmers’ managerial decisions. The improvement of these indices can be achieved by gross rate of productivity as well as by driving down the costs of documents processing. The paper detects the key factors which affect the volume of documentation as well as the organization of business accounting. The essence of a document flow and the importance of its simplification is shown in the creation of a transparent informational space as well as in the formation of the optimal conditions for the work with accounting documents. The expedience of using the schedule of a document flow and the principles of a schedule construction have been established. The authors have suggested the blank forms of a given document for small, medium and big farm enterprises.The functionalities of modern information systems have been revealed, the program products which can be used by the farm enterprises for the automation of both accounting work and document flow, have been studied. The authors came to conclusion that the software, which was developed for the agricultural enterprises, contains not only standard accounting sections but also foresees the automation of accounting of specific production sites of different kinds of agricultural produce including the ones adapted for the information processing instruction. The paper has highlightened the advantages and the risks of using the system of electonic document flow. The proposals as to eliminating the shortcomings related to introducing the electronic document flow, have been developed.
