Цифрова трансформація геоінформаційних даних для розвитку територіальних громад

Abstract

Сталий розвиток територій неможливо забезпечити без інтеграції цифрових технологій у діяльність та повсякденне життя громади. Об’єднання громад дало поштовх для впровадження геоінформаційних порталів, які міститимуть просторову та атрибутивну інформацію про геооб’єкти. Використання геопорталу для прийняття управлінських рішень, може знизити економічні витрати на адміністративну діяльність, та збільшити бюджет громад. У роботі увагу акцентовано на розробці та проектуванні геоінформаційного порталу для територіальних громад, здатного забезпечити використання геопросторових знань для прийняття управлінських рішень місцевими органами влади у просторово-орієнтованому середовищі. Визначено основні переваги та недоліки впровадження цифрових інформаційно-комунікативних технологій у діяльність територіальних громад. У результаті дослідження, з використанням програмного середовища ArcGis Pro, побудовано прототип геоінформаційного порталу Бердичівського району Житомирської області.

The sustainable development of territories cannot be provided without the integration of digital technologies into the community everyday life and activities. The association of communities has given the impetus to introducing geoinformation portals which will contain the spatial and attributive information related to geoobjects. The application of the geoportal for taking managerial decisions can result in decreasing economic expenditures on administrative activities, as well as in increasing community budgets. The research is aimed at substantiating the necessity of creating and using up-to-date web-resource – the geoinformation portal which serves as an instrument of digital transformation in territorial communities. The object of research is the process of digitization of georesources in territorial communities. The author maintains that for the integrated assessment of the state and the identification of the ways of development of territorial communities it appears necessary to create the systems which will make it possible to unite various information flows and present them in the convenient format. The emphasis is laid on developing and projecting the geoinformation portal for the territorial communities. The above will make it possible to ensure the use of geospatial knowledge with the aim of taking managerial decisions by local authorities in the space-oriented environment. The paper highlights the main pros and cons of introducing digital information and communicative technologies in the activities of territorial communities. The application of ArcGisPro software in the research resulted in developing the prototype of the geoinformation portal in Berdychiv district of Zhytomyr oblast.
