Програмно-цільовий підхід до управління економічним потенціалом держави в умовах військової агресії

Abstract

Досліджено теоретичні та практичні аспекти програмно-цільового підходу до управління економічним потенціалом країни, відображено динаміку макроекономічної ситуації під час війни, ступінь руйнування інфраструктури, тенденції зовнішньої торгівлі та її перспективи, проблеми з фінансуванням витратної частини державного бюджету, збільшення державного боргу вплив на потенціал української економіки обсягів допомоги західних країн, обґрунтовано можливі шляхи застосування програмно-цільового підходу для забезпечення управління показниками національного виробництва України тощо. Визначено, що для ефективної економічної політики України у довгостроковій перспективі потрібно широко застосовувати програмно-цільовий підхід до управління економічним потенціалом держави, для покращення кількісної оцінки економічних показників та наслідків воєнних потрясінь і, що більш важливо, окреслення найефективніших напрямів економічної стабілізації. Для періодів післявоєнного відновлення це досить складне завдання, так як війни, так і будь-які військові конфлікти є надзвичайними подіями, і тому їх завжди важко порівнювати з історичною перспективою.

The theoretical and practical aspects of the program-target approach to managing the economic potential of the country are studied, the dynamics of the macroeconomic situation during the war, the degree of destruction of infrastructure, trends in foreign trade and its prospects, problems with financing the expenditure part of the state budget, increasing public debt, the impact on the potential of the Ukrainian economy of the volume of aid from Western countries are reflected, possible ways of applying the program-target approach to ensure the management of indicators of national production of Ukraine. It is determined that for an effective economic policy of Ukraine in the long term, it is necessary to widely apply a program-target approach to managing the economic potential of the state, to improve the quantitative assessment of economic indicators and the consequences of military shocks, and, more importantly, to identify the most effective directions of Economic Stabilization. For periods of post-war reconstruction, this is quite a difficult task, since wars and any military conflicts are extraordinary events, and therefore they are always difficult to compare with the historical perspective. It is reflected that military aggression creates unprecedented challenges for the state's economic policy, so we need to refer to the historical experience of program-targeted management of the economic potential of developed countries, which provides examples of effective and rapid economic recovery. The famous Marshall Plan, or program for the reconstruction of Europe, is always mentioned when we talk about the successful transition from a wartime economy to prosperity in peacetime. However, some economists argue that the fundamental secret to Europe's success lay not in financial support itself, but in an institutional willingness to use these resources and allocate them efficiently. Attention is focused on examples of financial support from foreign allies that actually harm recovery, rather than accelerate development, due to the lack of institutional readiness to implement economic policies. Therefore, Ukraine today needs sound macroeconomic management and a promising economic policy, which is crucial for the successful restoration of the affected infrastructure and resource support for territorial communities.
