Механізми реалізації промислової політики в умовах глобальних процесів

Abstract

Післявоєнна розбудова промисловості має відбуватися на принципах «зеленої» економіки становлення якої є глобальним процесом. Інтеграція в європейську економіку шляхом включення експортних поставок в ланцюги доданої вартості залежить від технологічної конкурентоспроможності промислового виробництва. Національний промисловий комплекс має вагому науково-технічну перевагу, людський капітал. Політика освоєння сучасних технологій має стати активною для бізнесу і держави. Залучені іноземні інвестиції, кошти технічної допомоги, гранти, через державні механізми перерозподілу доцільно спрямувати на нарощення виробництва у виробництвах що використовують високі або технології середньовисокого рівня. Ринкові механізми саморегулювання забезпечать післявоєнне відновлення виробництва промислової продукції, що формує базові ланцюги створення вартості з життєзабезпечення сільського господарства, будівництва, дорожнього господарства та інших видів економічної діяльності.

Post-war recovery of industry should be built on the principles of green economy, energy efficiency, and climate neutrality following principles set out in European Green Deal, which is an integral part of global climate transition. Ukraine already sees and experiences certain progress in adapting and harmonizing business climate and management practices, required for accession to the European Union. Logistics and economy-wise Ukraine makes steps towards integration to the EU. The analysis proves that even before the outbreak of the full-scaled war manufacturing sector had undergone certain transformations to chip into global value chains. According to the management of industrial enterprises major factors impeding production of competitive goods are shortage of resources, limited access to technologies and investments. Both public and corporate sector should start developing and implementing policies that incentivize new technologies. Innovations would help increase total output in manufacturing with higher added value as well as transition to higher technological specialization of export-oriented sectors. Foreign investments, financial and technical assistance, grants should be channeled into high-tech industries. In the meantime, demand for low-tech manufacturing goods will boost recovery of mining industry, heavily affected or otherwise damaged during the war. Government of Ukraine being aware of the pressing need of industrial recovery and development develops and passes required rules and regulations and sets other enabling framework conditions to increase its competitiveness. Comprehensive state policy is set out in the Concept of state industrial policy (2003); in Sustainable Development Goals till 2030 to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation (2019); in the Concept of green energy transition till 2050 to develop lowcarbon and resource-efficient industry (2020). The EU will support recovery and revival of Ukrainian economy on the principles of sustainable development and green transition.
