Цифрова трансформація механізму державного регулювання національної економіки в умовах ринку

Abstract

Трансформація механізму державного регулювання вітчизняної економіки в сучасних умовах відбувається під впливом ринкових важелів господарювання в фарватері глобальної цифрової парадигми. Результатом дослідження є експлікація змістовних характеристик механізму державного регулювання національної економіки. Визначено індикатори інформатизації світової спільноти – частка користувачів мережею Інтернет становить 60%, споживачів послуги мобільних операторів – 67 % населення світу. Обгрунтовано необхідність розмежування понять «діджиталізація» і «цифрова трансформація». Діджиталізація окреслює стратегічні орієнтири імплементації інформаційно-комп'ютерних технологій та є основою цифрової трансформації. Проведено діагностику ступеню залучення вітчизняного суспільства до цифрової трансформації: 74% респондентів купують товари та послуг у мережі Інтернет, 54% – здійснювали електронний запис у поліклініку, 52% – користуються електронним кабінетом для оплати послуг ЖКГ, 28,5% – заповнювали електронну декларацію, 26,5% – використовують портал «Дія». Ідентифіковано ключові вектори формування механізму державного регулювання національної економіки в контексті цифрової трансформації, а саме: освіта (кадрове забезпечення, суспільна свідомість); безпека/кібербезпека (захист бізнесу і громадянина від корупційних/інформаційних/кримінальних ризиків), інформатизація (ІТ-забезпечення секторів національної економіки).

The transformation of the mechanism of state regulation of the domestic economy in modern conditions is under the influence of market levers in the fairway of the global digital paradigm. The authors' research is aimed at explicating the meaningful characteristics of the mechanism of state regulation of the national economy. The main indicators of informatization of the world community are determined: the share of Internet users is 60%, the share of consumers of services of mobile operators is 67% of the world's population. The necessity of distinguishing between the concepts of «digitalization» and «digital transformation» is substantiated. Therefore, the digitalization is the strategic guidelines for the implementation of information and computer technology and is the basis of digital transformation. The use of information and computer technology to perform professional duties, purchase goods and services, obtain information resources (including in the public sphere) forms the skills and perception of innovative technologies by citizens of a particular society, improves market mechanisms in sectors of the national economy. This is a necessary condition for the next round of digital transformation. The main characteristics of citizen involvement in the process of digital transformation of society are identified. Thus, 74% of respondents buy goods and services on the Internet, 54% – use the online appointment at the clinic, 52% – use an electronic cabinet to pay for housing and communal services, 28,5% – fill out an electronic declaration, 26,5% use the «Diya» portal. The key vectors of formation of the mechanism of state regulation of the national economy in the context of digital transformation are proposed. It's education (staffing, public consciousness); security/cybersecurity (protection of business and citizens from corruption/information/criminal risks); informatization (information and computer support of sectors of the national economy). It can be generalized that the determinants of the mechanism of state regulation of the economy in market conditions are the flexibility of the system of methods, adaptability of levers to permanent changes, coordination of measures under the influence of international institutions and implementation of target, incentive, regulatory, social and control functions. The growth of living standards of the country's population is the main criterion for an effective mechanism of state regulation.
