Управління ефективністю інвестиційного забезпеченням комунальної установи лікувального профілю в середньостроковій перспективі господарювання

Abstract

Актуалізовано проблему неефективної господарської діяльності комунальних установ лікувального типу. Доведено неефективність бюджетних асигнувань в комунальні підприємства та системи контролю їх використання. Обґрунтовано доцільність докорінної перебудови існуючої системи інвестиційного забезпечення комунальних установ лікувального профілю та зміни підходів щодо їх фінансового забезпечення. Охарактеризовано господарську структуру КУ «Житомирське обласне стоматологічне медичне об'єднання» та встановлено проблеми її ефективного розвитку. Запропоновано механізм щодо суттєвого підвищення рівня економічної ефективності комунальної установи з позиції залучення приватних інвестицій. Доведено ефективність техніко-технологічного переоснащення об'єкта дослідження на умовах суттєвих структурних перетворень при можливості зростання пацієнтопотоку та доступності в наданні лікувальних послуг. Доведено необхідність введення докорінних змін в існуючих законодавчих підходах щодо умов ведення господарської діяльності комунальних установ та їх приналежності в існуючих територіальних утвореннях.

The problem of inefficient economic activity of communal institutions of medical type is actualized. The inefficiency of budget allocations to utilities and control systems for their use is proved. The expediency of radical restructuring of the existing system of investment support of communal institutions of medical profile and change of approaches to their financial support is substantiated. The economic structure of KU «Zhytomyr Regional Dental Medical Association» is characterized and the problems of its effective development are established. A mechanism for significantly increasing the level of economic efficiency of the utility from the standpoint of attracting private investment is proposed. The efficiency of technical and technological re-equipment of the research object on the conditions of significant structural transformations at the possibility of growth of patient flow and availability in the provision of medical services is proved. The necessity of introducing radical changes in the existing legislative approaches to the conditions of economic activity of communal institutions and their affiliation in the existing territorial formations is proved. A fundamentally new approach to the introduction of conditions for investment support of public utilities on the principle of providing medical services on a fee basis. It is proposed to change the approach to the participation and control of state bodies over the activities of municipal medical institutions and reduce the level of such influence in certain segments of economic activity. The latest market approaches to the possibilities of increasing the level of medical services in the medium term are updated. The principle of distribution of spheres of influence on management of processes of effective activity of municipal establishments is argued. The necessity of using the economic potential of a communal enterprise on a commercial basis with satisfactory indicators of its profitability is proved. The necessity of making changes in the regulatory documents of communal economic structures is proved. The imperfection of the control system regarding the conditions of use of the provided financial resources of communal institutions is revealed. The problem segments of conducting economic activity of a municipal institution with a significant increase in the cost of maintaining administrative staff are indicated.
